No Winner Declared refers to Arthur's final Sugar Rush Attack. Four footballs shoot out from Arthur in separate directions, leaving lines of bullets behind, and creating enclosed patterns as they bounce off the walls of the level. At the same time, numerous lines of bullets shoot straight out forming an open circle.
